If you have a Costco card, go to Costco as they are $0.17 per 4x6. If you don't I think Wal-Mart is probably your best option but a little more expensive. Both have equally good color from my experience.
References :
What are these pictures of is my first question?

Does color balance and image tone really matter? If so, then go with a professional printing lab such as Bucknell or TPI Photo.

If they are of your daughter's birthday or your grandparent's 90th birthday then a 1 hour photo lab will work just fine such as CVS, Walmart, Walgreens, etc.
References :
Mpix.com. Now question about it for best color accuracy. I recently did a test by having the same image printed at mpix, walmart, and snapfish. Mpix had the best color accuracy by far. They are a little more per print and the shipping is more but if you want quality prints that is the online lab I would use.
References :
www.mpix.com

Any one-hour photo lab that will print from cards... it is much better quality if it goes through the labs printer than the '5 minute' machine. it will also depend on how you shot your images.
References :
former one-hour lab rat
